Documentary Evidence guidance for PEI applicants (Informativ

CBIP has received numerous queries from applicants seeking advice following non-approval or conditional approval of applications for certification. Non or conditional approval has been mostly due to incomplete applications, or missing or inadequate evidence submitted by the applicant.

CBIP strongly recommends all applicants make themselves thoroughly aware of the requirements of the current issue of CBIP General PRO-CER-18 and discipline guidelines, follow the instructions provided on the CBIP website www.cbip.co.nz and the application forms.

It is the applicant’s responsibility to ensure all applications are competed in full, all prerequisites are met in and evidence in support of all requirements comply with CBIP Guidelines. Failure to follow and comply with requirements specified above will either result in non-approval or significant delays in processing applications through to approval.

CBIP does not engage a technical resource to respond to queries related to the requirements of the application for certification process.

In addition, CBIP recommends applicants review the FAQ section of the website for some useful information related to certification.

The following is a summary of requirements for information purposes and is not intended to replace the need for applicants to thoroughly read and apply the requirements specified in PRO CER 18 and PRO CER 08 Guidelines for certification.

Pre requisite Certified Welding Inspector (PRO CER 08 3.1)

  • Applicant must have a current CWI certification, and produce evidence of welding inspection directly related to pressure equipment fabrication and in-service welding.

Qualifications: (PRO CER 08 3.1.1)

  • Applicant must hold a qualification such as Trade, Bachelor of Engineering, 1st class marine engineer, Bachelor or Master’s degree in engineering, NZCE equivalent (or greater) Qualifications must be issued by a recognised Qualification issuing agency. E.g. a NZQA ‘accredited’ agency, an overseas Government ‘approved’ agency, and or an ISO 17024 accredited agency.

Training (PRO CER 08 3.1.2 &4).

  • Applicants shall provide with their application an affidavit signed by their employer which certifies that the applicant has completed the required training. Training that meets the requirements of sections 1, 3 and 4 of AS/NZS 4481 will be accepted as complying with this provision.

Notes:

  • A training record signed by the supervising inspector should be provided.
  • Applicant must provide evidence of training directly related to PEI either supervised or provided by a recognised pressure equipment inspection training provider. AS/NZS 4481.
  • Applicant should have been under effective supervision by an equipment inspector as defined in the PECPR regulations competent to perform the discipline, and category being sought. (Refer PRO CER18 APPENDIX A. Effective Supervision Nov 2014 Document currently being revised by IANZ, CBIP will advise member when IANZ publishes the revised publication.)

Experience (PRO CER 08 3.1.3)

  • Min of 3 years’ experience in a related field to pressure equipment inspection, such as fabrication, maintenance, operation or similar experience, prior to application for certification.

Evidence of Competency (PRO CER 08 PEI 5 & 5.1 Elements) (PRO CER 18 7, & a-f, and appendix B)

Pre requisite training, qualifications and experience (5)

PRO CER 18 Clearly defines the requirements for documentary evidence, this needs to be comprehensive and provide CBIP with sufficient information to make a competency assessment.

These must be evidence of activity conducted by the trainee inspector and signed by the supervising inspector under effective supervision.

IANZ endorsed reports, or documents signed by the applicant cannot be used as evidence that an applicant is competent, CBIP makes a determination of competency of the applicant based on the scope, content, accuracy, attention to detail, and completeness of the evidence within the document i.e. content of the evidence.

Evidence must be clear, and cover all of the aspects of both fabrication and, in service inspection, and the scope of PEI Discipline (body of knowledge).

Typical examples documentary evidence relating to PEI. (Refer also PRO CER 18 Appendix B B3)

  • Inspection and Test plan covering the aspects of inspection and test for a Boiler, or pressure equipment survey or fabrication inspection, including code required components e.g. relief devices.
  • Boiler internal inspection condition assessment (survey) Report.
  • For boilers, inspection records of at least two separate boiler types such as water tube or fire tube boilers are required.

Note 1: Records for hot water Boilers / Hot Water heaters are not acceptable.

Note 2: Evidence of inspections of superheat boilers or other equipment covered by endorsement A or B are not required for PEI without endorsements.  

Boiler external inspection condition assessment report

  • Boiler Steaming / Trip testing report.
  • Pressure Equipment Internal Inspection Report at least two separate items of different, design, type process fluids and Hazard level i.e. pressure vessel, heat exchanger preferably AS 4343 Haz category A,B, or C .

Note: Applicants for PEI Endorsement A, B and C must hold a current PEI Certification prior to Application for Endorsements.
